Aims and activities of the organisation
IPS Innovative Prison Systems (IPS) (having the legal form of QUALIFY JUST – IT Solutions and Consulting, LTD) is a company specialized in developing prison and probation management solutions, with more than a decade of expertise in strategic consulting, training, e-learning consultancy and development of information technologies. Its team of experts has been involved in the design and implementation of innovative pilot projects across Europe lately awarded and recognized as best practices. IPS develops integrated projects, caring for change management in complex organizations such as prison systems, while developing and implementing programs targeting prison staff, top management and offenders. We develop our approach considering three main, complementary and non-exclusive pillars:
- Strategic management. Supporting prison systems in the design and implementation of strategic performance management systems; implementing quality systems and developing a vision for rehabilitation of offenders through education, training and work; learning from other prison systems and projects implemented throughout the world; providing access to a wide network of international experts and supporting prison privatization.
- People. Supporting offender rehabilitation, restorative justice, and reduction of recidivism – making it possible for ex-offenders to pursue a life without crime, bridging with community organizations through the development of rehabilitation programs; supporting the implementation of health programs in prisons.
- Processes & systems. Developing and implementing integrated management systems that support knowledge management and staff competence development in prisons; secure systems for inmate training and learning; healthcare solutions and telemedicine; inmate activity management systems; infrastructure management solutions, and technologies that improve the efficiency and effectiveness of complex prison systems.
With more than 10 years’ experience, IPS has in its portfolio the development, testing & embedding throughout different prison systems (PT, RO, SP & GE among others) & in EU networks (exocop.eu, where we supported the conceptual design) of strategic management (balance score card, Common Assessment Framework -in 18 prisons, innovation & change management), educational/ training, communities of practices & quality processes adapted to prisons services with solutions that integrate people, processes & covering more than 8000 prison professionals. In training we include the setup of learning management systems platforms for delivering more than 10 trainings programs in e- and blended learning formats. IPS team has visited 28 different correctional systems in more than 32 countries while collecting good practices of prison management processes in 160 prisons.
In Portugal our team worked since 2004 at the PGISP project on the improvement of corporate culture in the prison systems through the implementation of 12 sub-projects (balanced scorecard implementation, CAF, staff training programmes, educational programmes for inmates and communities of practice implementation). In Romania we have been partners of the first strategic project financed by ESF “Credem in Schimbare” (credem-in-schimbare.org) on increasing the chances of the reintegration of inmates through changes in the prison management system (includes strategic management monitoring, implementation of educational programmes, quality standards implementation, staff training). Under this project, IPS was also responsible for the training of more than 1100 prison professionals through the use of different learning methods and technologies.
IPS supported the conceptual design and implementation of EXOCOP network (exocop.eu), a European Best Practices Network on the Reintegration of Ex-offenders which comprises most prison services in Europe; and are partners of the EVALVET project focused on testing an international research model for evaluating and measuring qualitative and quantitative participation in the Vocational and Educational Training systems of the main social disadvantaged groups, including offenders.
